You will need to use the 64bit version of the Raspberry Pi OS to use ROS2 within docker. Follow the steps below to install it on your Raspberry Pi.
Choose OS
Raspberry Pi OS (other)
Choose Storage
Advanced
enable SSH
Write the Image - Click the Write button, The 64bit version of Raspberry Pi OS will then write to the SD Card; it may take a few minutes.
Write
Remove the SD Card - then insert into the Raspberry Pi 4, and plugin the power to start the bootup process.
